The strategic session dedicated to the creation of a world-class Eurasian Research and Educational Center in the Republic of Bashkortostan was held in the Ufa Congress Hall “Toratau” on February 17. Grigory Trubnikov, First Deputy Minister of Science and Higher Education of Russia, Lilia Gumerova, Chairman of the Federation Council Committee on Science, Education and Culture, and Andrei Volkov, Director of the Institute for Social Strategies, Scientific Director of the Skolkovo Moscow School of Management, took part in it.
Currently, a management company has been created in Bashkiria that is preparing materials for the bid campaign. According to Radiy Khabirov, large industrial enterprises expressed their willingness to participate in the project.
“The cooperation of science, business, and higher education within the framework of the Research and Educational Center will give an impetus to the development of all sectors, including industry. This is a federal project, in total, 15 research and educational centers will be established in the Russian Federation. Currently, 43 entities have applied for five places. Given the high scientific and industrial potential, there is hope for victory, ”said the Head of Bashkiria Radiy Khabirov.
First Deputy Minister of Science and Higher Education RF Grigory Trubnikov noted that Bashkiria had a high chance of winning.
The center will generate three products: knowledge, technology, and personnel.
The activities of the centers will receive both direct funding and subsidies from the Ministry of Science.
Andrey Volkov, director of the Institute for Public Strategies at the Skolkovo Moscow School of Management, marked that the REC creation would be an opportunity to change the resource vector to the vector of knowledge generation.
The REC activities may include genetic research, development of a poly-electric engine, sensors for gas turbine engines, composite materials, artificial eyes with augmented reality functions for the treatment of corneal blindness. The final list of directions has not yet been approved.
As the Chief of Staff of the Head of Bashkiria, Alexander Sidyakin, said at the strategy session, Bashkiria is a talent foundry of personnel for IT companies.
“The republic has a highly diversified economy, and we are working on its further diversification. A high proportion of the urban population and youth: more than a million residents of Bashkiria are residents from 14 to 30 years old. The REC will form an ecosystem, which will include business entities, small and medium-sized businesses, those who work on startups, and research centers. Moreover, this will change the scientific environment of the region”, said Alexander Sidyakin.
“Bashkiria shows awesome energy of its team and the leading enterprises”, says Grigory Trubnikov. “It is included in the list of advanced, high-tech entities, and universities have strong industrial partners — for example, Ufa State Petroleum Technological University cooperates with Lukoil, Rosneft, and they invest in the infrastructure of university laboratories. This is not sponsorship, but the pragmatic work of the employer and the training system. It is worth noting that so far, the industry has high demands, and universities cannot fully satisfy the needs of rapidly growing industries.”
